About HDcctv Alliance
HDcctv Alliance is a non-profit, global consortium that manages open industry specifications for high-definition closed-circuit television (HDcctv). HDcctv is an all-digital transmission over coaxial cable of broadcast-industry-standards-compliant serialized uncompressed video for the security industry. The Alliance promotes industry adoption of HDcctv and provides education on its benefits to the security industry and end market.
The Alliance compliance program facilitates the development of high-quality interoperable HDcctv devices. Devices that have passed compliance testing display the HDcctv logo and are promoted by the Alliance.

Detailed information about the HDcctv Specification is available only to members on the Alliance’s Website.

Further information is available by visiting the HDcctv Alliance Web site at http://www.highdefcctv.org.

SYDNEY, Australia, August 4, 2009 – HDcctv Alliance™, the global security industry consortium established to manage technical standards for HDcctv equipment interoperability, announced today that China Security & Surveillance Technology, Inc. (CSST) (NYSE: CSR) (NASDAQ DUBAI: CSR), a leading provider of surveillance technology, has joined the Alliance as the only Charter Voting Member in the People’s Republic of China.

The aim of the Alliance is to guide standardization efforts and promotion of HDcctv. HDcctv-based systems transmit HDTV signals digitally over conventional CCTV media without packetization and without any perceivable compression latency.

“CSST recognized uncompressed, non-packetized HD as a strategic technology in 2007 and has been working on it ever since,” said Zhou Yuesheng, president of CSST Product. “As a Charter Voting Member in the HDcctv Alliance, we will take full advantage of the opportunity to rapidly bring HDcctv technology to the market." CSST’s Product is comprised of six subsidiaries: HTS (CCTV cameras), Stonesonic (LCD monitors), Minking (Speed Domes), Higheasy (DVRs), Longhorn (Anti-Intrusion Alarms) and Coson (Access Controls).

"With one of the world's largest manufacturing bases for surveillance equipment, CSST's commitment to HDcctv will make the full range of HDcctv-compliant products available,” said Todd E. Rockoff, Ph.D., chairman of HDcctv Alliance. “CSST is a valued Charter Member of the HDcctv Alliance. As China's leading security company, CSST is also well positioned to introduce HDcctv to the rapidly growing end market in China."

As an HDcctv Alliance Charter Voting Member, CSST plans to manufacture and sell HDcctv-compliant security products along with other Alliance members, drawn from component and equipment manufacturers worldwide, including other Charter Members Comart System, EverFocus Electronics Corp, Gennum Corporation, Ovii, and Stretch Inc. All Voting and Adopting Members have early access to HDcctv draft specifications for development of next-generation HDcctv products without having to wait for the final specification.

As a Voting Member, CSST will play a key role in the development and approval of the HDcctv Specification, contributing technical expertise and support to promote the adoption of HDcctv.

The HDcctv Interoperability Specification v1.0 is planned for public distribution in September 2009 to coincide with ASIS, September 21-24, where the HDcctv Alliance will demonstrate HDcctv compliant products in an Interoperability Booth #672, Hall D. In addition, at ASIS, The HDcctv Alliance will participate in an HD Video Surveillance Panel moderated by Sam Pfeifle, editor at Security System News, Wednesday, September 23, 2-3 p.m., Booth 1861, Hall C.

The HDcctv Alliance is open for registration in three membership categories at www.highdefcctv.org, which are:
• Individual membership for system integrators, installers, and security professionals
• Company membership for security equipment providers, semiconductor and optics manufacturers, and security distributors to create or integrate HDcctv equipment into security applications
• Government membership free for individuals who work in law enforcement, national security and defense

HDcctv offers several advantages for the end user, compared to alternative ways of achieving high resolution, including:
• Surveillance-Grade Reliability -- Video is not broken up into packets and then transmitted via an occasionally congested network
• Plug-and-Play Resolution Upgrade -- The transition from CCTV to HDcctv is very easy: just upgrade the DVR and selected cameras
• Familiar and Reliable User Interface -- For the installer/operator, the only difference between HDcctv and CCTV is that the DVR recording configuration screens have both HD and SD resolution
• True HDTV Live View -- Not compressed or packetized
• Real-Time Speed Dome Control -- No signal delays between a joystick command and the corresponding speed dome
• Best Possible Input Format for Analytics -- Digitally delivers crisp, unadulterated video from cameras to DVR

Semiconductor technology advances that make HDcctv cost-effective and affordable include:
• Image sensors capable of capturing surveillance-grade HD images
• Image processing circuits coupled to (or embedded in) those high-resolution sensors
• HD-SDI transmission technology adapted from broadcast HDTV
• Codecs capable of processing broadcast-industry-standards-compliant HD video streams
• HDTV display panels (leveraging consumer trends)
