Part 'A3', the Interpretations, states that:- the term "camera" [except in section A.1(b) ] includes its weatherproof housing, pan & tilt head, Infra Red lamp(s), telemetry receiver , mountings and brackets. there is also a definition of "ground level" which when stripped down to plain english, basically means the highest point of ground, nearest to the camera.
In addition to this specific planning Order, it is quite likely that individual planning authorities will also have further requirements, for any CCTV cameras intending to be installed within a defined conservation area.
If in doubt, it is always best to seek 'local' advice from the Planning Department of the Local Authority (although on the basis of recent research, almost a third of councils surveyed by Doktor Jon, did not know about the 'permitted development' legislations role, in relation to the use of CCTV.
