Going with the flow, or turning the tide ...?

 

June 17th 2009 saw Doktor Jon escape albeit briefly from the confines of his lofty garret, only to be cast adrift on a sea of discovery, or to be more accurate, the luxury cruise boat 'Symphony' on the River Thames in London.

This rather unusual outing for a self confessed desk jockey, was a gratefully accepted opportunity to experience the delights of the riverside scenery, whilst sitting in on a unique industry 'Forum' gathering organised by Bosch Security Systems Ltd. With a theme of "Safety and security innovations for the modern urban lifestyle", the afternoon event provided a rare chance to get together with some of the great and the good from the UK's security industry.

Introducing the event, Robert Meier, the Managing Director of Robert Bosch Ltd., described how the Security Systems Division had in recent years experienced "phenomenal growth". He went on to explain the importance of "Corporate Social Respnsibilities" (CSR) as a key component in the Bosch business philosophy, so much so, that almost €4bn has been spent on environmental and public safety issues in line with their ongoing CSR commitments.

Paul Wong, Managing Director of Bosch Security Systems Ltd., spent a brief time describing the company's move into developing leading edge video analytics, including a presentation that demonstrated an experimental vehicle borne use of "Intelligent Video Analysis". This allows the on board camera system to locate and identify roadside signs, and present them on a seperate video display. As a working demonstration, it cleverly provided an insight into the potential for object recognition and identification, using edge of network based video analytics.

To reinforce the company's commitment to "quality and reliability", a short film demonstrated what happens when a standard 'Metal Mickey' camera is subjected to a punishing prolonged exposure from a firemans high pressure water jet; basically the camera gets well soaked ... but it still keeps on working!

The keynote speaker for the event was Dr Peter Ryan, a former Chief Constable, Director of Training for the UK police services, and Commissioner of Police in New South Wales. In his current role as security advisor for the International Olympic Committee, there's really not a lot that this man doesn't know about providing security and safety at the largest of sporting events.

During his very interesting and well received talk, he made reference to the challenges facing the organisors of major sporting fixtures, including the Winter Olympics being held in Vancouver in 2010, and of course the London games a little over two years later.

A significant part of his presentation related to the current situation with the UK's surveillance society. Highlighting the 80% failure in CCTV product submitted into court proceedings, Dr. Ryan went on to suggest that as an industry, we need to " .... start thinking in a different way". Identifying specific problems with equipment deployment, especially where huge amounts of money have been wasted on inappropriate systems; and particularly in the build up to the London Olympics, look at it as a "great opportunity for industry to think about what it can do".

In conclusion, he urged that future deployment of video surveillance be squarely based on "proportionality", rather than simply installing technology for it's own sake.

A brief Q&A session followed with a range of questions from both industry insiders and police experts, which in their own way served to underline both the tone and content of Dr. Ryan's thought provoking presentation.

No sooner had the boat berthed, the merry gathering dispersed and it was back into the London Underground surrounded by swathes of CCTV cameras, installed with much presence, but little if any purposeful performance.

All in all, an afternoon very well spent with many lessons to be learned .... and many still to learn them.
